Departments will be reimbursed for the time that an officer is in the training, up to $35 per hour, if the officer completes the entire training (lunch and travel time not included)- Previous attendees will not be compensated.

COURSE DESCRIPTION: This is the same course as taught at the Illinois State Police Academy. This course covers the entire Illinois Vehicle Code and the Illinois Supreme Court Rules concerning bonding procedures. If you are an officer with patrol duties, returning to patrol form another assignment, part-time, or just need a refresher B this course is for you. 
 
In this course special attention will be given to the strict construction of the wording of traffic laws, procedures for charging an traffic offense, the major differences in enforcing violations of state laws and city ordinances, the application of Miranda warnings to traffic cases, the most frequent problems encountered in traffic enforcement, and clearing up common bonding misconceptions and errors.

Mr. Carter is a retired Master Sergeant with the Illinois State Police, having served 26 years. Mr. Carter was a supervisor of crime scene operations for 35 counties in Illinois. He has provided education and technical expertise in: firearms wound dynamics, ballistics, firearms, fingerprinting, footwear and photography. Mr. Carter is certified as a Crime Scene Technician through the International Association for Identification.
 
COURSE CONTENT:
This class covers photographic capabilities and limitations as they relate to crime scene processing. Basic concepts of digital photography such as aperture, shutter speed, depth of field, and exposure control are reviewed. Students learn the basic photographic techniques required to adequately record a crime scene. Flash photography and close-up photography as they relate to forensics are discussed. Students participate in numerous photographic exercises and the resulting images will be evaluated, with the students receiving immediate feedback.
 
Students need to bring their own photographic equipment and user manuals, if possible. Current trends of digital photography in forensics will be discussed.

DEATH AND HOMICIDE INVESTIGATIONS

Tony Monheim retired from the Miami-Dade Police Department in 2004, after a distinguished, 30 year career. He was assigned to the Homicide Bureau as a squad supervisor during the final 12 years of his tenure. Prior to that, he spent 16 years in the Robbery Bureau as both an investigator and a supervisor. He has been personally responsible for scores of Police Officer Involved Shooting investigations and hundreds of Homicide / Death investigations
 
COURSE CONTENT:
The goal of the training program is to acquaint the novice investigator with all facets of death investigation, including the esoteric terminology that is unique to homicide cases. Attendees will become familiar with the indicators of suspicious death and learn just how equivocal the death scene can be.   They will also become confident in assessing the crime scene and determining what type of action should be taken through the prioritization of viable leads.
The course is designed to enable the investigator to immediately interpret what he sees, the moment he walks onto the crime scene, and to derive from that knowledge an analytical approach to the investigation. All areas of the investigative process crucial to the successful conclusion of the case will be examined and discussed thoroughly. Actual real-life examples will help the investigator become acquainted with forensic concepts not familiar to the beginner, such as lividity, rigor mortis, algor mortis, decomposition, ante mortem and postmortem trauma, etc. There is a heavy emphasis on wound recognition, modes of death, and what to look for at the autopsy.

TASER is a “Conducted Energy”, Less-Lethal weapon option for Police Officers which is designed to incapacitate aggressively resistant offenders, from a safe distance, without causing death or permanent injury. 
 
User certification is valid for one year.  This re-certification consists of firing at least two live cartridges in addition to reviewing the function and operation of the TASER. Tactical uses with the TASER will also be reviewed.  Officers will need to bring two yellow training cartridges..

$   Explain why low light weapon mastery is lifesaving

$   Cleaning Class I and Class III malfunctions in low light

ADVANCED ROADSIDE IMPAIRED DRIVING ENFORCEMENT (A.R.I.D.E.)

COURSE DESCRIPTION:
The A.R.I.D.E. curriculum provides officers with the opportunity to develop advanced skills and knowledge that will assist them in identifying alcohol and drug impaired drivers. A.R.I.D.E. provides a basic understanding required for the collection of the appropriate biological specimens necessary for a successful prosecution. A.R.I.D.E. applies to the line officer regardless of assignment, patrol or traffic, the information they need to expand their knowledge and develop the additional skills necessary to recognize and arrest alcohol and/or drug impaired drivers.  A.R.I.D.E. trained officers learn to recognize when the assistance of a Drug Recognition Expert is necessary and what information a DRE will need to establish a working relationship designed to result in a successful prosecution.
 
**STUDENTS ATTENDING MUST HAVE SUCCESSFULLY COMPLETED THE BASIC STANDARDIZED FIELD SOBRIETY TESTING COURSE AND ATTENDED A RECENT SFST REFRESHER OR UPDATE COURSE AND BE ACTIVE IN DUI ENFORCEMENT
 
A final exam requires students to participate in scenario interpretation exercises in which they review sample scenarios and identify the category or categories of drugs responsible for the “evidence” described.
 
Students completing this training will be able to recognize that an individual may be under the influence of a drug, or drugs other than alcohol, or under the combined influence of alcohol and other drugs, or suffering from some injury or illness that produces signs similar to alcohol/drug impairment; and recognize the broad category or categories of drugs inducing the observable signs of impairment.
 

HANDGUN QUALIFICATION

NEW LAW: Public Act 094-0103 was recently signed by the Governor. It includes a provision that requires all police officers in Illinois to quality with their firearms on an annual basis (officers must qualify with a 70%) . This qualification may be conducted by individual agencies or by the mobile teams. To assist local agencies in complying with this annual QUALIFICATION requirement, MTU #5 will schedule QUALIFICATION days.

The Course will include: 1. Use of Force review.
2. Weapon inspection
3. New 30 round course explanation
4. Warm-up
5. Live fire of course

Officers must bring their duty weapon. Leather gear and 50 rounds of factory ammunition. Only 12 officers will be accepted in each session.
