Sam Kharoba – Counter Terrorism Operations Center – CTOC
Since September 11, 2001 Mr. Kharoba has provided training and consulting services for numerous law enforcement training academies in the United States. He lectures on counter terrorism topics related to understanding Islamist militant terrorism and developing proactive and preventative strategies and solutions to terrorism. Mr. Kharoba is the author of the book “A Law Enforcement Guide to Understanding Islamist Terrorism.”  Mr. Kharoba is also the founder of the Counter Terrorism Operations Center (WWW.CTOCUS.COM) which provides training and intelligence resources regarding Islamist Terrorism.
 
COURSE DESCRIPTION:
“Information is the single most important weapon for winning the War on Terrorism” – Sam Kharoba.
Our success in preventing future terrorist threats in the United States is directly related to our ability to understand the terrorist objectives, detect and understand their modes of operation and our ability to proactively identify and prevent threats. This course is designed to deliver comprehensive knowledge related to every aspect of information needed to understand the sources and history of Islamist Fundamentalists. Its purpose is to enlighten the participant with knowledge rather than misconceptions. In addition to providing course participants with a better understanding of the Arabic people and the Islamist religion, this course will provide you with the following:
The knowledge to work with Arabic names and identities
Interviewing skills when dealing with Middle Eastern citizens, informants, “people of interest” or a potential terrorist
The ability to identify signs and trends for Islamist Fundamentalism and building relationships with Arabic and Islamist communities

INCIDENT CRITIQUES:   Attendees will review and critique a variety of actual 911 emergency calls, allowing them to learn from other’s mistakes and benefit from lifesaving techniques garnered from around the world
ROLE PLAY/CALL SIMULATIONS: Using the latest technology, students will learn what it feels like to be on the other end of an emergency call. Life threatening scenarios will give attendees the opportunity to provide proper pre-arrival instructions and demonstrate exactly how their actions in the first few seconds of an emergency can have a direct impact on the outcome of the call.
SEMINAR EXAMINATION: At the conclusion of the seminar, a comprehensive examination will be administered. Those successfully completing the exam will be issued a PowerPhone EMD certification.

This class is designed to teach all law enforcement officers, regardless of prior computer knowledge, how cyber criminals utilize the internet in the commission of crimes. High-tech identity theft and cyber stalking are the fastest growing crimes in the United States today. Identity theft and the resulting credit card fraud are an “epidemic” and a real challenge for law enforcement.
This class will use multi-media presentations, hands on experience through our mobile computer lab, and real time online examples.

How easy Social Security numbers and other personal identifiers can be obtained
How date mining for information is accomplished
Methods used to stalk and harass victims using electronic media
Computer intrusion
Methods to protect yourself and the public from becoming victimized

GOAL:           To reduce the risk of injury to a Law Enforcement and Correctional Officer when making an arrest and subject resisted causing the officer and subject to go to the ground.

Demonstrate engagement from a ground fighting to get to your feet
Handcuffing suspect from the prone position

Due to time constraints, a minimal amount of lecture material will be presented and legal aspects with regard to constitutional consideration in use of force situations will not be covered. It is expected that officers in attendance will already possess a clear understanding and working knowledge of the legal parameters with regard to use of force in a correctional setting.

The Illinois Uniform Crime Reporting (I-UCR) Program reporting guidelines have been revised and went into effect January 2010 as announced through numerous direct communications to law enforcement agencies as well as being posted on the I-UCR website.  Over 500 agencies are not submitting data on the modified forms or applying the revised guidelines. This data cannot be accepted, and must be re-submitted using the appropriate forms and guidelines which can be found at the bottom of this website. Training is being conducted throughout the state to assist agencies in transitioning to the revised guidelines.

The training will include instruction on index crimes, supplemental data(domestic incidents, crimes against children, attacks against school personnel), hate crime, LEOKA, homicide supplemental reporting, and electronic reporting.

COURSE OBJECTIVES:
This course is designed to take officers with little or no knowledge of the Spanish language and have them complete a preliminary police report, citation, or booking report using a method developed and validated! Also, students will be able to affect an arrest, traffic stop, and high risk traffic stop (based on validation study). Additionally, this program will familiarize your personnel with “street Spanish” in an effort to reduce danger and better prepare your officers for criminal investigations. Culture and customs will be discussed to minimize misunderstandings and somewhat predict behavioral patterns by Latinos. 
At the end of this course, the officer will be able to:
·         Develop an ability to identify Spanish letters (alphabet) in order to obtain accurate Latino names. Also, rules of pronunciation will be covered to assist non-Spanish speakers with letter(s) and sound(s)
·         Interviewing:”Breaking the Ice,” legal cases, and Latino Cultural Information. Including how to be an active participant even when the interviewing officer knows little or no Spanish. (including Latino surname makeup)
·         Conduct a traffic stop, high risk traffic stop, and affect an arrest using short phrases and words to reduce your agency’s liability. (based on validation study)
·         Learn precautionary, imminent danger, drug and weapon terminology both literal and slang to increase officer safety. Furthermore, officers will be shown how to use these words and phrases in an interview.
·         Complete and accurate reports obtaining personal information from Spanish speakers
·         Officers will receive a handout and CD for continued learning.
