Mr. Baile spent over twenty-five years as a Conservation Police Officer with the Illinois Department of Natural Resources in Peoria County.  He developed the departments existing forty-hour Interview & Interrogation Recruit & In-Service Training Program.  Mr. Bail is a Certified Forensic Interviewer having conducted over 7000 interviews and interrogations.  Jeff has also instructed thousands of law enforcement officers as an associate of John J. Millner & Associates, Inc.

 

COURSE CONTENT: Everyday the patrol officer is faced with determining if people are telling the truth.  For two days, participants evaluate their individual abilities by joining dozens of people engaged in known lying and truth telling situations by way of video and in-class simulations.  Personal strengths and weakness can be accurately charted over the course because outcome feedback is provided.  A small portion of this course reviews field interviewing tactics for use during live simulations.              

 

"Practical Lie Detection and Field Interviewing for the Patrol Officer" is a practical application of truth and lie detection methods.  It is beneficial to have attended Jeff’s Comprehensive Review of Forensic Interviewing, Interrogation, and Interpersonal Communications Methods course prior to enrolling in this class however, it is not mandatory.

Captain Daniel Roach is in his 25th year of service with the Illinois State Police. He has spent 21 years in Investigations, 13 of which were in covert narcotics and gangs. He has spent over 20 years in a supervisory role: QC MEG Squad Supervisor; QC Federal Gang Task Force Operations Supervisor; QC MEG Director; District 7 Criminal Investigations Supervisor; Zone 3 Crimi­nal Investigations Commander; Zone 1 (Chicago Metro) Criminal Investigations Commander; and District 17 Patrol Commander. Captain Roach has a Bachelor’s Degree in Marketing, a Masters of Business Administration Degree, and a Masters of Criminal Justice Degree. He also attended the FBI National Academy (NA 204).
 
COURSE CONTENT:
This course is a hard-core, no-nonsense, gritty 4-hour pre­sentation on effective, real world leadership practices that can be utilized daily by police person­nel, supervisors and administra­tors. The instructor will provide leadership tips and practices from over 20 years of supervising law enforcement personnel and apply these towards creating highly co­hesive teams and a trusting organi­zational environment. Motivation of subordinates, peers and bosses will also be covered by focusing on the importance of the overall mission of law enforcement in today’s society. Threats, dangers and challenges of law enforcement will be discussed in the context of our intrinsic “warrior” role within society and how that closely aligns with the characteristics of the war­rior title that is traditionally applied to our military brothers.

Interviews & Interrogations:
This course is a detailed examination of legal considerations in interviews and interrogations. Recently, both the U.S. Supreme Court and Illinois courts have been unusually active in the areas of Miranda and Sixth Amendment Rights. Officers must be aware of the dramatic changes these cases produce. This course will focus on voluntariness, Miranda and 6th Amendment right to counsel, including special considerations in Juvenile questioning, statutes requiring recording of confessions in certain cases, when officers may interrogate a person who has earlier invoked his rights under Miranda and other issues.
 
Identification Procedures:
This segment focuses on the proper conduct of lineups, show-ups, and photographic spreads, including statutory requirements in the conduct of identification procedures. Also discussed will be the “Sequential Lineup” and the results of a study considering the reliability of this form of identification procedure as compared to simultaneous lineups.

The Illinois Uniform Crime Reporting (I-UCR) Program reporting guidelines have been revised and went into effect January 2010 as announced through numerous direct communications to law enforcement agencies as well as being posted on the I-UCR website.  Over 500 agencies are not submitting data on the modified forms or applying the revised guidelines. This data cannot be accepted, and must be re-submitted using the appropriate forms and guidelines which can be found at the bottom of this website. Training is being conducted throughout the state to assist agencies in transitioning to the revised guidelines.

The training will include instruction on index crimes, supplemental data(domestic incidents, crimes against children, attacks against school personnel), hate crime, LEOKA, homicide supplemental reporting, and electronic reporting.

COURSE OBJECTIVES:
This course is designed to take officers with little or no knowledge of the Spanish language and have them complete a preliminary police report, citation, or booking report using a method developed and validated! Also, students will be able to affect an arrest, traffic stop, and high risk traffic stop (based on validation study). Additionally, this program will familiarize your personnel with “street Spanish” in an effort to reduce danger and better prepare your officers for criminal investigations. Culture and customs will be discussed to minimize misunderstandings and somewhat predict behavioral patterns by Latinos. 
At the end of this course, the officer will be able to:
·         Develop an ability to identify Spanish letters (alphabet) in order to obtain accurate Latino names. Also, rules of pronunciation will be covered to assist non-Spanish speakers with letter(s) and sound(s)
·         Interviewing:”Breaking the Ice,” legal cases, and Latino Cultural Information. Including how to be an active participant even when the interviewing officer knows little or no Spanish. (including Latino surname makeup)
·         Conduct a traffic stop, high risk traffic stop, and affect an arrest using short phrases and words to reduce your agency’s liability. (based on validation study)
·         Learn precautionary, imminent danger, drug and weapon terminology both literal and slang to increase officer safety. Furthermore, officers will be shown how to use these words and phrases in an interview.
·         Complete and accurate reports obtaining personal information from Spanish speakers
·         Officers will receive a handout and CD for continued learning.

INSTRUCTOR:
Sergeant Bruce R. Talbot retired in 2002 after 25 years of police service and has become a noted national speaker on the topic of gateway drugs. Sergeant Talbot's specialty is teaching drug and alcohol recognition classes across the country for corporations such as Alcoa, K-Mart, John Deere, WW Grainger and ACE Hardware.  He has been a guest instructor at the Connecticut, Rhode Island, Indiana, Massachusetts, Idaho, and Louisiana State Police Academies and Northwestern University's prestigious Traffic Institute.  Sergeant Talbot is the lead drug and alcohol instructor for Northeast Multi-Regional Training, which is responsible for police officer in-service training for the nine Chicago collar counties. He was the charter drug and alcohol instructor for the Suburban Police Academy at the College of DuPage.    
                                                                                                                                   
COURSE CONTENT:        
This one day course addresses the latest trends in substance abuse, including the dramatic shift towards recreational prescription drug use and addiction known as "Poly-pharming." Special emphasis will be placed on new state drug laws, drug user demographics, concealment techniques, and enforcement recommendations. Drugs to be discussed include:
- Black tar heroin, Cheese, narco-pops, OxyContin, and Fentanyl
- Stimulants: Ice, Cat, Yaba, and cocaine
- Over the counter drugs of abuse: DXM (e.g. "Pink Snurfs"), and Diphenhydramine
- Botanicals: Salvia, Kratom, and Woodrose, Yopo.
- New forms of cannabis such as Delta-6 THC, "Firecrackers", and Green Dragon

This class is ideal for any patrol officer, investigator, or supervisor working in school resource, DARE/GREAT, Stand Tall for Drug Free Schools, crime prevention, narcotic, or gang divisions.
