Mr. Trotsky is a 24 year police veteran having served in a variety of assignments. He has a graduate and undergraduate degree from Lewis University. He currently teaches Report Writing at Wabaunsee Community College and for the Suburban Law Enforcement Academy.
 
COURSE DESCRIPTION:
This four hour course is designed to assist supervisors in checking officer’s reports and recognizing the need to cover several key factors that contribute to law enforcement losing cases in court and exposing officers and themselves to civil liability.
The course will concentrate on both a supervisor’s role and responsibility to insure that the fundamentals of proper content and format are met, along with going into the specific issues such as incidents dealing with Elements of an Offense, Evidence, Use of Force, and Search and Seizure.

Mr. Towne began his career as a prosecutor in 1992, joining the La Salle County State’s Attorney’s Office. Since 1992, Mr. Towne has worked in every division of the office including traffic, juvenile, misdemeanor, and felony. Mr. Towne has extensive jury trial experience, including the litigation of all murder trials conducted by his office for the last eleven years. He has been the State’s Attorney for the past 4 ½ years. Mr. Towne received his Juris Doctorate degree from DePaul University College of Law in 1992. He is also a part-time instructor at Illinois Valley Community College, lecturing on the subjects of Criminal Law, Criminal Investigations, and issues in Criminal Justice.
COURSE CONTENT:
This course will give an overview of Laws of Arrest, Search and Seizure. Topics to be discussed are:

Dr. Sheridan is an Associate professor at Johns Hopkins University of Nursing, where he developed a forensic focus for the clinical specialist master’s degree program. He also works for the Oregon Office of Investigations and Training as a consultant and abuse expert for elderly and the physically and cognitive disabilities living in residential care facilities. With over 20 years experience working with survivors of domestic and family violence he operates a private consulting and educational practice as a Family Violence Consultant and Forensic Nurse Clinical Specialist.  He created and managed two hospital-based family violence intervention programs in Chicago and Portland, Oregon and is Board Member for the National Committee for Prevention of Elder Abuse.

INSTRUCTOR:        Michael Bazzell, Computer Crime Detective – Alton Police Dept.
Since 1997, he has handled all cases involving any type of Computer Crime and Computer Forensic Analysis, including several State and Federal cases throughout the Metro-East St. Louis area. In 2005, Michael was assigned full time to the FBI’s Cyber Crime Task Force, where he continues to investigate Federal cases being prosecuted by the United States Attorney’s Office. He is also a part time instructor for Lewis & Clark College teaching Ethical Hacking, Computer Forensics, and Computer Investigation. Since 2002 he has been an active member of the elite Technical Operations Group of the Major Case Squad of Greater St. Louis, and served five years as the Director of the Metro-East Regional Computer Crime Enforcement Group under the authority of the Illinois Attorney General. As an active member of these organizations, he has been involved in numerous high-tech crime investigations including online child solicitation, manufacture of child pornography, child abduction, kidnapping, cold-case homicide, and high level internet bank intrusions.

Mr. Carter is a retired Master Sergeant with the Illinois State Police, having served 26 years. Mr. Carter was a supervisor of crime scene operations for 35 counties in Illinois. He has provided education and technical expertise in: firearms wound dynamics, ballistics, firearms, fingerprinting, footwear and photography. Mr. Carter is certified as a Crime Scene Technician through the International Association for Identification.
 
COURSE CONTENT:
This course is intended for officers responsible for recording information found at bloodletting scenes. This class is designed to teach students to recognize basic bloodstain patterns and to properly document any bloodstain evidence found at crime scenes. Students will learn the basic types of bloodstains which may be encountered at crime scenes and discover the properties which distinguish one stain from another. Students will participate in exercises creating bloodstains so they may better understand pattern recognition, allowing students to see firsthand the mechanisms which perpetuate different stains. Class culminates with a practical exercise where students work in groups to identify, photograph, diagram, and note stains located in a mock crime scene. Students completing this course will be able to examine a disarray of bloodstains within a crime scene and produce the documentation necessary for off-site evaluation by a competent bloodstain analyst.
Students do not need to have prior bloodstain pattern training. This class is NOT intended to train the participants as certified bloodstain pattern analysts.

Interviews & Interrogations:
This course is a detailed examination of legal considerations in interviews and interrogations. Recently, both the U.S. Supreme Court and Illinois courts have been unusually active in the areas of Miranda and Sixth Amendment Rights. Officers must be aware of the dramatic changes these cases produce. This course will focus on voluntariness, Miranda and 6th Amendment right to counsel, including special considerations in Juvenile questioning, statutes requiring recording of confessions in certain cases, when officers may interrogate a person who has earlier invoked his rights under Miranda and other issues.
 
Identification Procedures:
This segment focuses on the proper conduct of lineups, show-ups, and photographic spreads, including statutory requirements in the conduct of identification procedures. Also discussed will be the “Sequential Lineup” and the results of a study considering the reliability of this form of identification procedure as compared to simultaneous lineups.

Ø Introduction to Forensic Anthropology:  focuses on what forensic anthropology is, what can we do to assist law enforcement through our laboratory, the different types of skeletal remains, cases you may encounter, and how we analyze the skeletal remains to determine the decedent’s living characteristics to help investigate missing person cases
Ø Introduction to Forensic Archeology:  focuses on the unique nature of human remains scenes, different search techniques, and the goals of excavation and recovery
Ø Mapping & Gridding Techniques: describes Cartesian mapping, triangular mapping and polar mapping techniques (may include outside mapping activities if desired and as weather and facilities permit)
Ø Case studies of skeletal recoveries

TUITION: 
There will be no tuition for the first 30 registered students. Funding is 
provided by a grant from the Illinois Law Enforcement Training and Standards Board and from the Illinois Department of Transportation, Division of Traffic Safety.  Funding is currently pending.
 
WE MUST HAVE A MINIMUM OF 20 STUDENTS IN ORDER TO HAVE THIS TRAINING!!!
 
Save lives and reduce liability with medical approved pre-arrival instruction for the nation’s leaders in crisis communications training. Developed from the latest IDOT/NHTSA standards and reviewed and approved by Patrick W. Lanzetta, MD FACEP, this training meets or exceeds all applicable published guidelines.
 
INCIDENT CRITIQUES:   Attendees will review and critique a variety of actual 911 emergency calls, allowing them to learn from other’s mistakes and benefit from lifesaving techniques garnered from around the world
ROLE PLAY/CALL SIMULATIONS: Using the latest technology, students will learn what it feels like to be on the other end of an emergency call. Life threatening scenarios will give attendees the opportunity to provide proper pre-arrival instructions and demonstrate exactly how their actions in the first few seconds of an emergency can have a direct impact on the outcome of the call.
SEMINAR EXAMINATION: At the conclusion of the seminar, a comprehensive examination will be administered. Those successfully completing the exam will be issued a PowerPhone EMD certification.
EMD MANUAL INCLUDED: Reviewed extensively in the seminar, each student will receive the recent edition of Dispatchers Medical Desk Reference Manual, the most widely distributed EMD protocol guide in the world
