Ron Ellis serves as Director of the School and Campus Security Training Program and lead instructor for a series of certified training courses for K-12 and higher educational institutions, sponsored by the Illinois Terrorism Task Force, Illinois State Board of Education and the Campus Security Task Force. 
Dr. Sandra Ellis currently serves as education faculty to Texas A & M University’s Public Safety and Security-Homeland Security Division and National Emergency Response and Rescue Training Center.
 
COURSE DESCRIPTION:
This course will give those tasked with school violence prevention the latest skills and strategies to prevent school violence.  An experienced team of instructors will share the latest research, various best practices, and worthwhile threat assessment models to help police and schools improve their behavioral threat assessment skills.
Emphasis throughout this course will be on improving observations analysis and implementing timely decision making skills by key decision makers and their fellow team members.
Ample materials, resources, and operational guidelines will be introduced addressing the following:
  • Intervention and Interview protocols
  • How Illinois laws impact operations
  • Identifying threatening and aberrant behaviors
  • Evaluating the risk level of the threat
  • How to provide appropriate interventions
  • Utilizing a case management approach
  • What to do when your resources are limited

Officer Spears is a 35 year veteran of the Peoria Police Department. For eight years he was a canine officer and was part of Peoria P.D.’s Special Response Team for eighteen years. During that time Joe was involved in several critical incidents.

NEW HIGH TECH INVESTIGATION TECHNIQUES

INSTRUCTOR:        Michael Bazzell, Computer Crime Detective – Alton Police Dept.
Since 1997, he has handled all cases involving any type of Computer Crime and Computer Forensic Analysis, including several State and Federal cases throughout the Metro-East St. Louis area. In 2005, Michael was assigned full time to the FBI’s Cyber Crime Task Force, where he continues to investigate Federal cases being prosecuted by the United States Attorney’s Office. He is also a part time instructor for Lewis & Clark College teaching Ethical Hacking, Computer Forensics, and Computer Investigation. Since 2002 he has been an active member of the elite Technical Operations Group of the Major Case Squad of Greater St. Louis, and served five years as the Director of the Metro-East Regional Computer Crime Enforcement Group under the authority of the Illinois Attorney General. As an active member of these organizations, he has been involved in numerous high-tech crime investigations including online child solicitation, manufacture of child pornography, child abduction, kidnapping, cold-case homicide, and high level internet bank intrusions.

COURSE CONTENT: This one day session focuses on the investigation techniques that are vital to any Officer's arsenal of tools. This is a full day of instruction intended on teaching a unique response to crime with unconventional free resources. Topics to be discussed are:

INSTRUCTOR:        David W. Carter, CCSI, CBPE
Mr. Carter is a retired Master Sergeant with the Illinois State Police, having served 26 years. Mr. Carter was a supervisor of crime scene operations for 35 counties in Illinois. He has provided education and technical expertise in: firearms wound dynamics, ballistics, firearms, fingerprinting, footwear and photography. Mr. Carter is certified as a Crime Scene Technician through the International Association for Identification.
 
COURSE CONTENT:
This course is intended for officers responsible for recording information found at bloodletting scenes. This class is designed to teach students to recognize basic bloodstain patterns and to properly document any bloodstain evidence found at crime scenes. Students will learn the basic types of bloodstains which may be encountered at crime scenes and discover the properties which distinguish one stain from another. Students will participate in exercises creating bloodstains so they may better understand pattern recognition, allowing students to see firsthand the mechanisms which perpetuate different stains. Class culminates with a practical exercise where students work in groups to identify, photograph, diagram, and note stains located in a mock crime scene. Students completing this course will be able to examine a disarray of bloodstains within a crime scene and produce the documentation necessary for off-site evaluation by a competent bloodstain analyst.
Students do not need to have prior bloodstain pattern training. This class is NOT intended to train the participants as certified bloodstain pattern analysts.

This twenty-four (24) hour course is designed to acquaint law enforcement with the most recent and effective procedures for testing suspecting drivers for intoxication at the roadside. The course was developed by the NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION.

PRESCRIPTION DRUG ABUSE AND DIVERSION INVESTIGATIONS

COURSE CONTENT:  

 

This course will provide the student with a national overview of the abuse of prescription drugs (DAWN and NSDUH studies), an understanding of the Controlled Substance Act as it applies to prescription controlled substances and a description of prescription drug crimes and their victims. 

 

For officers, suggestions will be provided for the targeting, investigating and reporting of these offenses.  Actual case examples will be used throughout the program.  One major case investigation will be presented. 

 

Each student will be given a packet containing resource materials on the diversion of prescription drugs that may be useful to their departments and communities.
